सरदार पटेल ने जिस तरह भारतका राजनीतिक एकीकरण किया और उनको बिस्मार्क कहा जाता है, उसी तरह अरुण जेटली भारत का आर्थिक एकीकरण करना चाहते हैं इस GST Bill के रास्ते। तो देरी किस बात की? काँग्रेस कहती है ये बिल तो पहले हम लाए। आप लाए तो पास करने में और आसानी होनी चाहिए। दोनों मिल के क्रेडिट ले लो। लेकिन पास तो करो।



What is the GST Bill? What does it mean to you and me? The Good and Services tax in the biggest indirect tax reform since 1947 and it has potential to lead the economic integration of India.

The Bill seeks to shift the restriction on States for taxing the sale or purchase of goods to the supply of goods or services. ...... Kejriwal And Modi: Not On The Same Plank

I was unhappy when Kejriwal tweeted his attack on Modi calling him names. It was not only not the language of a mature democracy, it also sounded inaccurate. He made it sound like Modi had personally directed the raid. I have not read up on the raid, it's not worth my time. If you feel the CBI has wronged you, go get a lawyer. Manmohan Singh did after he got out of office and was subjected to some kind of inquiry. He asked the court to dismiss it, and the court did. Not that Kejriwal is Manmohan Singh.

Such a comment mars India's image that Modi has worked so hard to cultivate ever since he got into office. He had a purpose. India has beat both China and the United States on FDI this year. Is that something, or is that something? Itna bejod kaam ho raha hai. Thos kaam ho raha hai. 

Kejriwal likes to imagine there is some kind of a personality clash going on between Modi and him: not true. There is no evidence. Yaar, size to dekho. Delhi ka size kya hai?

Kejriwal has a mandate. The mandate is to govern. To govern karo. Kaam karo. Apna political height badhane ke prayas mein desh ke PM ko gaali mat bolo.

Agar Modi mein rajnitik sujhbujh hai to wo aisa raid nahin karvayenge. That is yet another reason to believe he was not personally behind it. Because, it doesn't make any political sense. Bahut ghaate ki baat hai. 

Within minutes of the CBI raid on the Delhi secretariat on 15 December, top government functionaries — those sitting in North Block and South Block — spoke with one another to find out whether the raid had the prior approval of any of them. None of them had any inkling....... Prime Minister Narendra Modi displayed ignorance while Home Minister Rajnath Singh was not in the loop either. The Ministry of Home Affairs asked CBI director Anil Sinha and he justified the raids on procedural and legal grounds.......The collateral damage from the raids was colossal in political terms........ The carefully cultivated image of Modi as a leader who believes in the consensual approach lay shattered as the Opposition attacked his government for being “vindictive” against rivals. As expected, Delhi Chief Minister Arvind Kejriwal used this opportunity to launch one of the worst vituperative attacks on the prime minister and subsequently on Finance Minister Arun Jaitley.

This is shameful).” ..... Kejriwal also took a dig at the PM’s foreign trips. “He has nothing to do with the country. He has a big plane with all facilities and stays in five-star hotels… Everything runs smoothly when he is out of the country. The day he returns, the CBI is unleashed on the opposition…,” he said. ..... He also welcomed the defamation case filed by Jaitley against him and his partymen. “We will go to Patiala House on February 5… We will give our explanation and the trial will begin. Jaitley will stand in the witness box and our advocate will cross-examine him. This will go on for a year. They have harmed themselves,” said Kejriwal. ..... Target 2019: Kejriwal’s anti-Modi moves are rooted in his ambition
the Delhi chief minister has realised that the space for an anti-establishment leader has started growing again in India. and other regional aspirants, immediately putting under strain the current index of opposition unity, the biggest threat to Modi after anti-incumbency......

Speaking at the Delhi assembly as his battle with the Centre reaches a new low, Mr Kejriwal added, "BJP leaders have told me in private, whenever my name is taken, (PM Narendra) Modi's blood boils." ..... Calling the raids a "flop", Mr Kejriwal today said the CBI questioned his principal secretary Rajender Kumar for over 50 hours after 14-hour long raids. "But they have found nothing... The raid was aimed only at helping Arun Jaitley," he said. "What the PM did is quite shameful," he said. ..... Taking the charges head-on, Mr Kejriwal said, "What remains to be seen is that whether the inquiry commission will be annulled by the L-G, who Jaitley says is 'our man'... I appeal to Jaitleyji to cooperate with the inquiry commission."

मोदी इतना अच्छा काम कर रहे हैं। मैने अपने लाइफ में ऐसा इंडियन PM नहीं देखा। अभी दुनिया का सबसे पॉपुलर पॉलिटिशियन मोदी है। सबसे आगे। नंबर एक। थोड़ा तो गर्व करो विपक्ष वालो। विपक्ष के हैं लेकिन हैं तो भारतीय। मैं तो कहता जमीन मांग रहे हैं तो दे दो। Trust के आधार पर। ये मोदी Deng Xiaoping और Lee Kuan Yew टु इन वन हैं। ऐसा दिख रहा है। And neither of them had to deal with the enormous messiness that is the Indian democracy. चीन में कभी कोई Land Bill पास करने की जरुरत पड़ी ही नहीं। वहाँ तो आंय टांय बोलो तो गोली से उड़ा देते हैं।

आजादी के बाद ४० साल जनसंख्या वृद्धि दर भी २-३% और आर्थिक वृद्धि दर भी २-३% ---- तो देश जहिं का तहिं रह गया। वो तो फैक्ट बात है। आंकड़ा है ओपिनियन नहीं। ये बन्दा जो जनसंख्या वृद्धि दर को १% से कम और आर्थिक वृद्धि दर को १०% से उपर का रास्ता दिखा रहे हैं, तो थोड़ा cooperate करो, और नहीं तो अमित शाह गिद्ध दृष्टि डाले बैठा हुवा है, एक एक स्टेट लेता चला जाएगा वो। बोलता कम है वो।

इसी तरह लैंड बिल का विरोध होता रहा तो अमित शाह बिहार और उत्तर प्रदेश दोनों ले लेंगे ---- ऐसा लगता है। अगर ऐसा हुवा तो राज्य सभा में तख्तापलट।



Bihar CM Nitish Kumar opposes land bill at NITI Aayog meet
Kumar said "substitution of term 'private company' by term 'private entity', removal of the consent clause, exemption from social impact assessment and special provisions for safeguarding food security in the process of land acquisition and relaxation in the time limit for return of the unutilised acquired land are not in public interest." ...... Modi today reached out to parties appealing them not to come in the way of prosperity of farmers, saying the deadlock over the land acquisition Bill is seriously impacting rural development. ...... The second governing council meeting of the Niti Aayog, presided over by Prime Minister Narendra Modi and held mainly to discuss the pending Land Bill, turned out to be a chastising experience for the government as all the nine Congress-ruled states boycotted it, while Tamil Nadu, Uttar Pradesh, Bihar, Orissa, West Bengal and Delhi voiced objections to several clauses of the legislation....... Chief ministers J. Jayalalithaa of Tamil Nadu, Akhilesh Yadav of Uttar Pradesh, Mamata Banerjee of West Bengal, N. Chandrababu Naidu of Andhra Pradesh and Naveen Patnaik of Orissa also did not attend the meeting. ...... They opposed the “dilution” of provisions of the original Land Acquisition Act of 2013 regarding the consent of farmers and exemption from social impact assessment. ....... Notable among those present were Bihar CM Nitish Kumar and Delhi CM Arvind Kejriwal. Even Punjab, ruled by NDA ally Shiromani Akali Dal, cautioned that farmers’ and landowners’ consent should be taken while acquiring land. Punjab CM Parkash Singh Badal said that the social impact assessment clause should apply to all acquisitions. ....... The chief ministers present at the meeting raised the issue of allowing them the freedom of amending state laws on land acquisition in their respective Assemblies, which could be later cleared by the Centre. The main basis of the states’ argument was that due to the delay in acquiring land, the development process had been severely affected. ...... though the CMs present at the meeting were all for arriving at a consensus on clearing the bill, at the same time they said that the wait for a consensus could not be an endless one, and therefore if there was a roadblock then the states should be allowed to make amendments in their respective state laws.

PM Modi has spent significant political capital trying to push the land law through Parliament, and Mr Jaitley's comments raised the possibility that if he is unsuccessful again in the coming Monsoon Session, he might devolve the issue to states. ..... Acquiring land is must for development, says Arun Jaitley on Land Bill
“Land is required for every developmental activity, there are no two views about it,” Jaitley said. ..... “Some states have demanded 2013 law to be implemented rigorously before switching to the new act, while others suggested to offer alternative source of income along with compensation for the land,” he added. ...... Jaitley said, “The chief minister of Maharashtra has decided to include the the opition of profit sharing, job guarantee and partnership in developmental projects along with compensation in return for the acquired lands.The states shall be offered flexibility to introduce such amendments suitable to their state in their respective assemblies.” Jaitley also mentioned Punjab chief minister Praskash Singh Badal for offering a suggestion in the NITI Aayog meeting to offer alternative sources of income along with compensation to the farmers whose lands are acquired. ........... Jaitley assured that Prime Minister Narendra Modi who chaired the meet would consider each and every suggestion offered by the states. “PM’s concluding thought was that concerns of all state shopuld be kept in mind,” he added.
Bihar Chief Minister Nitish Kumar opposes Land Bill at NITI Aayog meet
Jharkhand Chief Minister Raghubar Das supported the new land bill and termed those opposing it as "obstructionists" to rural development. ...... In the second meeting of the Governing Council of NITI Aayog, Das said that if necessary, powers under the act can be delegated to the state governments so that they can acquire land as per their necessity. .... He said the new Act is essential and "very essential and important" in the context of Jharkhand. ..... Strongly backing the new bill, he said it was the right of those living in villages to get uninterrupted, 24/7 transportation link, electricity, water, hospitals and educational institutions and "all this is only possible when the process of acquisition is easy". ..... Das said the new LARR Act is in the interest of the farmers and people living in rural areas as 70 per cent of the state's population resides in villages. ...... He, however, stressed that displacement of farmers or common persons whose land is being acquired should not take place without their rehabilitation..... As per the Act, the state government has framed the rules and also notified them. It has been decided that if land is acquired in rural areas, compensation rate to be provided will be four times more than the market price while in urban areas, it will be two times more than the market price

Dangerous gamble over Land Bill
Before the government brings the already twice renewed ordinance on the controversial land acquisition legislation before Parliament to have it converted into a proper law, in case it can muster the courage to do so, it got a taste of the mood of the non-BJP state governments in the country at the NITI Aayog consultation on Wednesday. Chief ministers of the nine Congress-ruled states didn’t bother attending, making their opposition known loud and clear. For those tempted to see political partisanship in the Congress chief ministers keeping away, the leaders of West Bengal, Uttar Pradesh and Tamil Nadu also apparently saw little merit in discussing the issue at the Niti Aayog since they have expressed their unease with the changes to the 2013 land acquisition law of the UPA vintage. They, too, stayed away.But what about the chief ministers present as Prime Minister Narendra Modi sought to hammer a consensus into shape on the contentious subject? Bihar leader Nitish Kumar and Delhi chief minister Arvind Kejriwal opposed any dilution of the 2013 law. But even BJP allies like Akali Dal — part of the ruling NDA alliance — and the PDP of J&K advised caution. “Land Bill 2015 has triggered concerns within the farming community” in Punjab, Parkash Singh Badal noted. Some voices said the states should just go ahead with their own land acquisition laws (since land is a state subject) if a consensus at the Parliament-level proved elusive. Possibly, this is the compromise that the Prime Minister could be looking at as he seems to have been pushed into a tight corner. His plight seems unenviable. It is not just leaders of Opposition parties and some friendly parties, but also leading front organisations of the RSS, the BJP’s ideological fountainhead, that have publicly come out in denunciation of the changes to the 2013 law that the Modi government has sought to push through the ordinance route. It is far from clear if the Monsoon Session of Parliament, to commence next Tuesday, will yield productive discussions in any field given the Prime Minister’s silence on the issue of corruption in high places under the BJP dispensation and the sullen mood of the Opposition on account of this. If the land ordinance can’t be brought to Parliament for ratification, then Mr Modi’s high-stakes gamble would backfire, costing him political capital. In hindsight, it may have been better if he had held consultations with the states before seeking to amend the 2013 law. Many have noted the irony that a piece of legislation passed with unanimity in Parliament after intensive and lengthy consultations wasn’t permitted a chance to be implemented before the Modi government tried to torpedo its key provisions through amendments.

The Congress looks certain to be a lonely warrior in the monsoon session. It will attack a suddenly scandal-jittery BJP but the main opposition party seems to be running out of partners even before the game has begun. ........ The cynosure of all eyes is Congress party President Sonia Gandhi. It's not unexpected, for the event is the iftar she is hosting. The man getting almost as much attention is sitting to her left-Bihar Chief Minister Nitish Kumar. ........ What came as unexpected, at least for the party's senior leaders and managers, was the dearth of other non-Congress leaders of significance. Lalu Prasad, Mulayam Singh Yadav, J. Jayalalithaa, Mayawati and Mamata Banerjee were all conspicuous by their absence. ...... The Lalit Modi scandal, the Vyapam scam in Madhya Pradesh, the PDS scam in Chhattisgarh, allegations of a Rs 200-crore scam against Maharashtra Minister Pankaja Munde-they all seem to be stumbling out of the cupboard. ...... Outside the Congress, the only leader of note who has gone hammer and tongs against Modi on corruption charges is Nitish Kumar. ...... Most regional parties share its views about the land bill, which will make it near impossible for the government to pass it in Rajya Sabha, where NDA has only 61 members. Even BJP allies such as the Shiromani Akali Dal and the Shiv Sena have expressed reservations against the bill in its current form, while in a significant U-turn AIADMK chief Jayalalithaa had written to Modi on July 15 requesting him not to go ahead with amendments to the bill. Biju Janata Dal (BJD) Lok Sabha leader Bhartruhari Mahtab says his party will extend support if the government agrees to its suggestions. The party has moved five amendments, including one to make people whose land will be acquired partners in enterprises built on those stretches. ......... "The Opposition will not allow the land bill to be either passed or defeated, giving no chance to the government to convene a joint session," says Yechury. ...... On GST, however, the TMC and the BJD stand by the government. According to BJD's Mahtab, the party is not opposed to the GST bill but wants mineral-rich states such as Odisha to be also allowed to impose a 1 per cent cess, a benefit extended to manufacturing states. The bill is likely to be endorsed by the 21-member Rajya Sabha select committee, as the Congress and SP are the only ones opposing it with any might.

भारतको १५% ग्रोथ रेट चाहिए



भारतको १५% ग्रोथ रेट चाहिए और ये काम है मोदीका। ये चीनके डेंग स्याउ पिंग और सिंगापुर के ली कुऑन यु टु इन वन हैं। सारे दुनिया की नजर है इन पर। सारी की सारी अफ्रिकी महादेश गौर से देख रही है। जापान देख रहा है। अमरिका देख रही है। चीन देख रहा है।

मान लो ये हमारे मोदीजी योग करते रहते हैं और सेहत बनाए रखते हैं और २० साल राज करते हैं। १०% तक पहुँचने में इनको अभी शायद दो साल और लगे। १०% पर पहुँचे तो re-election की गारण्टी हो गयी। १० से १५ तक पहुँचने में अगर ५ साल लग जाए तो वो कम है, यानि की magical है। १५% से ज्यादा जाना बहुत कठिन है। असंभव नहीं लेकिन बहुत ही कठिन है। लेकिन १५ तक ले गए और उसके बाद १५ पर मेन्टेन किए रहे, वही एक वर्ल्ड रेकॉर्ड हो जाएगा।

अभी अमरिका है १७ ट्रिलियन पर। अगर वो ३% के रेट पर आगे बढ़ता है तो उसको ३४ ट्रिलियन तक पहुँचने में २५ साल लगभग लग जाएंगे। भारत है २ ट्रिलियन पर। २०२१ तक औसत १०% से आगे बढ़ा तो २०२१ में ४ ट्रिलियन। उसके बाद १५% पर आगे बढ़ा तो २०२६ में ८ ट्रिलियन, २०३१ में १६ ट्रिलियन। २०३६ में ३२ ट्रिलियन। हो गयी अमरिका के साथ parity ----- लेकिन वो तो सिर्फ GDP parity हुइ --- बात उसकी नहीं बात प्रति व्यक्ति आय की है।

भारतको २०५० तक नॉन स्टॉप १५% कायम रखना होगा। संभव है। मोदी को एक राजनीतिक धर्म पुत्र की जरुरत पड़ेगी। २०३४ के बाद बागडोर सम्हाल्ने के लिए।

  • प्रत्येक भारतीय टॉयलेट का प्रयोग करे तो बीमारियाँ कम फैलेंगे और पैसे की बचत होगी, इस कदम से १% add हो जाती है। 
  • देश को १००% high school graduates और ५०% college graduates का देश बना दो तो उससे ३ से ५% का फायदा है। 
  • भारतीयों के पास जितना सोना है सबको बैंकिंग सिस्टम में लाओ तो उससे २ से ३% add हो जाती है। काला धन की बात करो, लेकिन देश के भितर'रहे सुनहरा धन की बात ज्यादा करो। 
  • अफ्रिका के साथ trade बढ़ाओ, अमरिका, युरोप, चीन, सब जगह। २-३% तो वहाँ भी है। 
  • प्रत्येक भारतीय को ब्रॉडबैंड से कनेक्ट कर दो ----- २% तो उसी से आ जाएगा। 
हम तो माँग रहे थे १५ लेकिन लगता है मिलेगा २०! 

Clean/Green Energy अहं महत्त्व रखती है --- ये न कि १०% पार किए लेकिन फेंफड़े सुख गए।

१५% Growth Rake कैसे Achieve करें

आडवाणी प्रधान मंत्री हुवे होते तो मैं कहता, भैया आप ५% ही दे दो वही काफी है, क्यों कि आप Hindu Rate Of Growth (2-3%) के ज़माने के लोग हो। मौनमोहन सिंह लौट के आ जाते फिर तो मैं कहता, आप ने ९ तो पहले दे ही दिया अब १० दे के दिखाओ। लेकिन चुँकि बात नरेन्द्र (rhymes with Paramendra) मोदी की है, और ये जनाब १५ साल तो राज करेंगे ही, योग करते रहे और सेहत ठीक रखे तो २० भी जा सकते हैं। तो इनको तो १५% तक जाना है। वो कैसे?



७-७.५% तो अभी हो गया। वो creative accounting से ---- अरुण जेटली जी का जो Goods And Services Tax Bill है, उसको पास करो तो Growth Rate में २% तक add हो जावेगी (कपिल शर्माका शब्द) ---- कितना हुवा? ९% हुवा। और मैं GST Bill को बड़े गौर से देख रहा हुँ। इस पर Opposition वालों को भी yes बोलना है।

सोलर पावर से आप जितने सौ गीगावाट बिजली पैदा करो ग्रोथ रेट में उसका सीधा असर पड़ेगा। १०० गीगावाट से १% ---- वो तो कर लिया। ५०० गीगावाट करो तो ५% -- तो ९ और २ अगर ११ तो ९ और ५ कितना? १४% .

बाँकी के १? नीतिश को कहो बिहार को २०% पर ले जाए --- ताकि राष्ट्रिय औसत कमसेकम १% और बढ़ जाए। नीतिश १६ पहले ही कर चुके हैं। १६ कर सकते हैं तो २० भी कर सकते हैं।

प्रत्येक १००,००० किलोमीटर रोड बनाने से १% add होती जाएगी। प्रत्येक भारतीय तक अगर ब्रॉडबैंड पहुँचा दो तो उससे २% और add हो जाएगी। भारत और बंगलादेश के बीच जैसा normalization है वो अगर पाकिस्तान और भारत के बीच हो जाए तो उससे २% और add हो जाए।

GST Bill तो भारत के भितर के लिए है ----- दुनिया भर trade agreement कर कर के market expand करते रहो। अफ्रिका बहुत promising है। युरोप, अमेरिका, जापान, चीन

१५% Growth Rate कैसे Achieve करें? मैंने बात वहाँ से शुरू कि। मेरे को लग रहा है दो साल और लगेगा १०% तक पहुँचने में। वहाँ से १५% तक पहुँचने में उसके बाद ५ साल लग सकते हैं। उसके बाद शायद २० भी संभव हो जाये। सोलर पावर से १,००० गीगावाट बिजली पैदा कर लो तो शायद २०% growth rate भी संभव है। Move aside Saudi Arabia, we have Rajasthan. सुर्य प्रणाम हम वैसे नहीं करते हैं, बहुत सोंच समझ के करते हैं।

Education और Health बहुत मायने रखती है ------ वहां क्युबा से बहुत कुछ सिखा जा सकता है। नीतिश से भी।

अगर प्रत्येक भारतीय टॉयलेट प्रयोग करने लगे तो उससे जो health expenses कम होंगे उससे GDP growth rate में नहीं ज्यादा तो २% तो मदत होना ही है। इस तरह बिमारियाँ ना फैले।

भारत के लोगों के पास जितना सोना है उस सबको financial system में लाओ तो उससे २% ----- बहुत सोना है भारत में। लेकिन सोना घर पे सोना के रूप में रहती है तो that is money out of the system, that is money that people can't lend and borrow ---- लोग काला धन की बात करते हैं, मैं सुनहरा धन की बात करना चाहुँगा। सुनहरे धनको banking system में ले आओ तो उससे ग्रोथ रेट में २% तक तो मदत हो ही जावेगी (कपिल का शब्द).
